Missions and Presentations

The IPC is active in supporting UNDP country offices and policy specialists in advising governments on the measurement and monitoring of poverty as well as on policies to reduce poverty and inequality. Among the areas covered by support services, the following should be mentioned: defining national poverty lines, evaluating safety nets and transfer programmes to targeted population groups, pro-poor analysis of policies, and strategies to enhance employment creation. Missions cover all regions; recent examples may be found below:

Participated in the mission to discuss the updating and adaptation of Kenya’s Social Accounting Matrix for the modeling of world trade and the Kenyan economy to prepare a report led by the Trade, Employment and Equity programme of the Carnegie Endowment for International Peace on the impact of global trade scenarios on the Kenyan economy. Discussion included specialists from the Carnegie Endowment for International Peace and the United Nations Economic Commission for Africa and the Kenya Institute for Public Policy Research and Analysis. Took part in a mission to Ghana to support the exchange of Latin American countries’ good practices on Social Protection with the Livelihood Empowerment against Poverty (LEAP) pilot design team, which was commissioned by the Ministry of Manpower, Youth and Employment in Ghana.

Took part in missions to Ghana as part of the cooperation agreement between the Brazilian Ministry of Social Development and Fight against Hunger, the Government of Ghana, the IPC and the DfID for the design and implementation of the Ghanaian Cash Transfer Programme: Livelihood Empowerment against Poverty (LEAP).

Fábio Veras Soares and Rafael Perez Ribas advised the Social Cabinet of the Dominican Republic on building a framework for impact evaluation of the Solidariedad Conditional Cash Transfer programme in Santo Domingo, Dominican Republic.

Led a one-week mission to assess the recent employment performance of The Gambia and its links with poverty changes. Discussions were held with Government officials, mainly the Department of State for Trade, Industry and Employment, the Central Bank and the Central Statistics Department, as well as the Private Sector and non-Governmental organizations.

Discussed with economists and social specialists of the UN Country Office, the Central Bank and the Instituto Nacional de Estadistica Venezuela’s recent economic and social trends with the view of formulating a research agenda to analyze recent changes in inequality.

Attended the Advisory Committee meeting for the international conference on “The Poorest and most Food-Insecure" that will take place in Beijing in October, 2007. This preparatory meeting was organized by the International Food Policy Research Institute (IFPRI) and the Chinese State Leading Group Office on Poverty Alleviation and Development (LGOPAD).

Tatiana Britto
Took part in a mission to El Salvador as part of a GTZ-sponsored research programme on conditional cash transfers in Latin America. She met with Red Solidária programme directors and managers at the Presidency’s Technical Secretariat (STP), the Social Investment Fund for Local Development (FISDL) and related ministries. She also undertook field visits to the municipalities of Jicalapa, San Agustín, Jutiapa and Masahuat to meet with local stakeholders and beneficiaries and observe and report on the processes involved in the programme’s implementation.

Karla Parra Corrêa
Joined the United Nations Country Team in Luanda to support the implementation of an MDG advocacy strategy in Angola. This preparatory mission was organized by UNDP and the office of the UN Resident Coordinator in Angola and benefited from the engagement of various public and private institutions as well as UN agencies, funds and programmes. IPC supported this initiative as part of its global effort to enhance MDG analysis and research.

Terry McKinley, Acting Director of IPC, gave two presentations at the UNDP International Forum on “The Post-Transition Period in Eastern Europe and the CIS: Sustainable Growth and Inequality”, held on 27 November in Tashkent, Uzbekistan. His presentations covered international experience and post-transition experience on growth and inequality. He also took part in the mission of international consultants and UNDP staff that is supporting the formulation of a new National Welfare Improvement Strategy for the Government of Uzbekistan.

Lectures, hand-on computer sessions and manuals were prepared by Nanak Kakwani and Hyun H. Son. There were participants from the Chinese Academy of Social Sciences, Ministry of Agriculture, Peking University, Jiangxi Provincial Government, China Agricultural

Undertook an exploratory mission to start up a GTZ sponsored integrated evaluation of the Tekoporã programme – a Conditional Cash Transfer programme targeted at children and pregnant woman in extremely poor households in Paraguay. Met with programme managers in Asunción at the Secretary for Social Assistance (SAS). Organized field interviews with Mayors, community revision teams and beneficiaries in the department of Buena Vista and Caazapá in order to better organize an impact evaluation .

Presented the “Social Policy Evaluation” training course at the Universidad Nacional San Martin (UNSAM) in Buenos Aires, Argentina as part of the IPC collaboration to UNSAM’s Masters in Public Policy Evaluation.

Attended the meeting of the “Initiative for Policy Dialogue, Finacial Markets Reform Task Force” at the University of Manchester, UK. The Initiative for Policy Dialogue is led by Nobel-Prize Winner Joseph Stiglitz .The presentations and seminars focused on access to credit (both small-scale credit and large-scale loans), the regulation of the bank system and securities markets , and foreign direct investment. Cross-country comparisons as well as several country case studies were discussed.

Attended the conference: “A Transformative Agenda for the 21 st Century: Examining the Case for Basic Social Protection in Africa” in Livingstone, Zambia. Met with South African government officials to discuss strategies to broaden the cash transfer research agenda to incorporate social protection as a whole and more countries in the comparative analysis. Joined Eduardo Zepeda to discuss a common research agenda for comparative studies between Brazil and South Africa.
